E-Bike Rebates & Vouchers Across the US (December 2024)

Purchasing a high-quality electric bike can be a significant investment, but many states are now offering rebate and voucher programs to make it more accessible. These initiatives are designed to encourage residents to embrace the growing e-Bike trend. Here's a breakdown of the current incentive programs available across the U.S., helping you determine if you qualify to save on your new e-Bike purchase.

Why e-Bike Incentives Matter

Electric bikes are transforming urban mobility, offering an eco-friendly alternative to cars for commuting and daily transportation. Whether you prefer a hybrid or long-range model, e-Bikes are gaining popularity with state and local governments eager to support their adoption. Even if your state lacks a rebate program, local cities or counties might have incentives available—it's worth checking out!

How Do E-Bike Rebates and Vouchers Work?

These programs reduce the cost of buying a new e-Bike by providing financial assistance through government funding. Residents can apply for these rebates, which are often distributed based on income or other qualifying criteria. Incentives typically come as a rebate or voucher (sometimes called a point-of-sale rebate) to be used for purchasing an e-Bike and related accessories.

What Types of E-Bikes Qualify?

Eligibility requirements vary by state, but most follow similar guidelines:

  • The e-Bike must meet the Consumer Product Safety Commission (CPSC) definition of an electric bike.
  • The motor power should not exceed 750 watts.
  • Class 1, 2, and 3 e-Bikes generally qualify.
  • Special incentives may be available for e-cargo bikes and adaptive e-Bikes.

Vouchers are typically redeemable at authorized retailers listed in the program's details. Note that some online retailers, like BackToModern, are not yet approved for these incentives.

States Offering E-Bike Rebates

California
California's statewide E-Bike Incentive Project has been delayed despite a $30 million budget. The program is expected to offer $1,750 vouchers to residents earning under 300% of the Federal Poverty Level, with an additional $250 for higher-need applicants. While the statewide program is pending, numerous local programs are already available in areas like Los Angeles, San Bernardino, Santa Monica, and more.

Colorado
Colorado offers rebates to low- and moderate-income residents, with $1,000 and $500 incentives respectively. Additional bonuses include $300 for cargo e-Bikes and $250 for adaptive models. Local cities like Denver and Boulder have their own programs as well.

Connecticut
The Connecticut Electric Bicycle Incentive Program provides $500 vouchers, with income-qualified applicants receiving up to $1,250 in total assistance.

Hawaii
Hawaii's rebate program offers up to $500 or 20% off the retail price of eligible e-Bikes and mopeds for those in assistance programs, students, or car-free residents.

Maine
Through the Efficiency Maine initiative, low-income residents can get $300 for e-Bikes and $500 for e-cargo bikes.

Massachusetts
Launching in late 2024 or early 2025, this rebate program offers $800–$1,200 for eligible residents, along with an additional $150 for bicycle safety accessories. Boston also has its own incentive program, with vouchers ranging from $800 to $2,400.

Minnesota
Minnesota’s rebate program provides up to $1,500 for qualifying e-Bikes, with discounts covering 50–75% of the bike’s cost depending on income. Applications will reopen in summer 2025.

Rhode Island
The Erika Niedowski Memorial Electric Bike Rebate Program offers $350 (or 30% of the bike's cost) for standard rebates and $750 (or 75%) for income-qualified residents, with a two-rebate household limit.

Vermont
Vermont continues to lead with its statewide incentive program, offering $400–$800 rebates depending on income and e-Bike type.

Washington State
A new program for 2025 will provide rebates of up to $1,200 for eligible e-Bike purchases.

Washington, D.C.
The District E-Bike Incentive Program offers up to $1,500 for e-Bikes and $2,000 for e-cargo bikes to income-qualified residents. Additional funds cover maintenance, disability components, and locks.

States with Proposed Programs

Several states are considering introducing e-Bike incentives, but these proposals are still in progress and not guaranteed to pass. Advocacy efforts could influence their success.

States Without Current Programs

Some states have yet to implement e-Bike rebate or voucher initiatives, including Alabama, Alaska, Arizona, and others. Residents in these areas can explore local options or advocate for statewide programs.

Key Takeaways

  • E-Bike rebates and vouchers help reduce upfront costs, promoting sustainable transportation and less reliance on cars.
  • Incentives are often income-based and vary by state, with special benefits for e-cargo and adaptive bikes.
  • Programs in states like California and Massachusetts are in development, while others like Colorado and Vermont already offer robust incentives.
  • Local advocacy can play a significant role in expanding these programs nationwide.

By staying informed and exploring the available options, you can make a smarter, more sustainable transportation choice with an electric bike.
